PLANNING AND BUILDING The mission of the Planning and Building Department is to guide land use and development consistent with the General Plan, Building Codes, and related regulations, by providing accurate, timely, and courteous professional and technical services to our customers, to maintain the County's unique quality of life, protect public safety and the environment and to promote economic vitality for current and future generations. THE OPPORTUNITY This is the first full supervisory-level class in the Building Inspection class series. Incumbents are responsible for planning, organizing, supervising, reviewing, and evaluating the work of staff performing duties associated with plan reviews, permit counter, field inspections, and code compliance work for the County. Performance of the work requires the use of considerable independence, initiative, and discretion within established guidelines.
The selected candidate will have the opportunity to: Select and supervise staff, provide training and development opportunities, ensure work is performed effectively in connection with the issuance and/or inspection of building permits and evaluates performance in an objective and positive manner. Assist in the development and implementation of departmental goals, objectives, policies, procedures, and work standards. Conduct periodic inspections of construction work for permits to enforce regulation of building and foundation, mechanical, plumbing, electrical, and related codes and regulations. Interpret codes and regulations, explain inspection programs, and provides code advice relevant to construction and repair methods and materials and permit processes to owners, architects, engineers, contractors, lending institutions, realtors, and utility companies; investigates and resolves complaints and problems. Review and test computer applications for assigned areas of responsibility. Monitor changes in laws and procedures, and evaluates their effect upon County operations; recommend and implements recommended changes.
In addition to these great opportunities, Building Inspection Supervisors are eligible for the following: Effective July 2022 and July 2023, base wages will increase for classifications in the Trades and Crafts bargaining unit by 2% 16 hours per year of supervisory leave $325/year boot allowance Up to $250 per month for possession of Building Inspector Certificates Full-time employees in classifications in the Trades and Crafts bargaining unit can select an individual or family Health Plan with $0.00 in insurance premium cost to the employee. THE IDEAL CANDIDATE A dedicated public servant able to provide quality customer service as a compassionate regulator with no compromise on safety. Journey level experience supervising a staff of inspectors in a California County Government Building Department. Be an effective leader who is a problem solver, team player, and understands the limits of their authority. Ability to apply applicable laws and regulations as interpreted by the Building Official. Also, be an excellent communicator, coach, and teacher who can explain requirements in simplified and understandable terms to staff, customers and the public. Have efficient organization, time management and accurate record keeping skills. Be comfortable with the use of technology, including software and hardware for permit processing, scheduling, plan checking, and inspections. For example, iPad, Laptops, GPS hardware and Microsoft Office Suites, Trakit or other permit software. Able to develop and implement process improvements as an innovator for improved customer service and efficiency.
Minimum Qualifications: Human Resources will assess your application to determine if you are minimally qualified using the following recommendations. Applicants who meet the education and experience requirements and are within six months of obtaining the required certifications will be allowed to continue in the competitive recruitment process; and if successful, will be placed on the eligible list. However, an applicant shall not be referred for the department hiring interview until completion and receipt of the qualifying certifications. It will be applicant’s responsibility to notify the Human Resources Department upon completion and receipt of the qualifying certifications.
Education and Experience: Any combination of the required experience, education, and training that would provide the essential knowledge, skills, and abilities is qualifying. Equivalent to graduation from high school. Completion of an accredited technical school or college-level program of building inspection, plan review, or a closely related field is desirable. AND Two (2) years of lead experience at a level equivalent to the County’s class of Sr. Building Inspector.
Licenses and Certifications: Possession of the International Code Council California Building Plans Examiner (I6) OR Building Plans Examiner (B3) certificate and all other certifications required for the County’s Building Inspector I, II, and III classifications: J1 OR B1; 14 AND R3; and I1 OR B2 are required. ***proof of certifications must be attached to the application*** Possession of, or ability to obtain and maintain, a valid California Driver’s License and a satisfactory driving record. RECRUITMENT PROCESS The Human Resources Department will screen all applications to identify qualified candidates. After screening, qualified candidates will be referred to the next step and notified of all further procedures applicable to their status in the recruitment process.
Training and Experience Review: A training and experience review consists of candidates responding to supplemental questions on the job application. A subject matter expert will evaluate each candidate's responses based on predetermined criteria.
